So a kick start module included as a sub module, which contains optional config, but also overrides simple configuration from the main module on install: go or no go ? I really don't want to go for a profile #drupal

I think carefully guarded changes in the install hook are perfectly fine. just guard against the config not being there (ie during deployment) and manual changes before the kickstart module is installed. There are more advanced solutions with config_alter but may not be needed
